On May 10, a symposium on the implementation of the coordinated development strategy for the Beijing-Tianjin-Hebei Region by state-owned enterprises (SOEs) directly under the central government, support for the construction of the Xiong’an New Area, and cooperation with local governments was held in the Xiong’an New Area. Mr. Hao Peng, Party Secretary of the CPC Committee and Chairman of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), and Mr. Wang Dongfeng, Secretary of the CPC Hebei Provincial Committee, attended and addressed the symposium, which was chaired by Mr. Xu Qin, Deputy Secretary of the CPC Hebei Provincial Committee and Governor of Hebei Province. Leading executives from over 50 Central SOEs in China, including Mr. Frank Ning, Chairman of Sinochem Holdings and Secretary of the Party Group, attended the symposium. As one of the representatives of Central SOEs, Frank Ning delivered remarks and participated in discussions on supporting the development of the Xiong’an New Area and the strategic cooperation with Hebei Province.

Frank Ning pointed out that Sinochem Holdings Corporation Ltd. (“Sinochem Holdings”) had been formed through the restructuring of Sinochem Group Co., Ltd. and China National Chemical Corporation Ltd. after considerable preparations. The CPC Central Committee and the State Council gave the restructuring a high priority. On May 8, Sinochem Holdings held its establishment ceremony in Beijing, during which instructions from Premier Li Keqiang were delivered to attendees. State Councilor Wang Yong attended and delivered an address during the ceremony, by which we were greatly inspired, reflecting the extensive attention and assistance received.

Frank Ning noted, seeing the company standing at a new historic starting point, Sinochem Holdings had also become the first Central SOE registering its headquarters in the corporate headquarters zone in the startup area of Xiong’an New Area, an event just as important as its establishment, carrying great expectations both internally and externally. This reflects the great trust placed on Sinochem Holdings by the CPC Central Committee and the State Council, as well as higher expectations and new requirements for the company’s development. Looking forward, Sinochem Holdings will make every effort to bring resources to the Xiong’an New Area and create favorable conditions for its development by serving as a pacesetter and an exemplar.

Looking ahead, Frank Ning mentioned the following. First, Sinochem Holdings will make systematic plans to relocate its operations in Beijing and promote the deep integration of human resources, industrial and capital chains in Xiong’an. Meanwhile, the company will use its strengths as an internationalized corporation to help Xiong’an build itself into a prime hub for global resources. Secondly, the company will vigorously pursue development in high-end industries and contribute towards the joint building of an industrial layout for high-quality development. Sinochem Holdings will focus on high-end industries such as life sciences, environmental sciences, new energy, new materials, and eco-agriculture, build a demonstration zone for the integrated development of primary, secondary and tertiary industries, and strive towards high-quality development of internationalized industries in Xiong’an. Third, the company will consolidate capabilities in technological research &development and drive the building up of innovation platforms. Sinochem Holdings will accelerate the fostering of a development system featuring “R&D + industry + platform” in Xiong’an New Area, aiming to serve as a perpetual motion for the rapid development of its business clusters, business ecosystems and industry image.

Lastly, Frank Ning said that Sinochem Holdings would continue to abide by the guiding principles of President Xi Jinping’s speeches, meticulously study the guiding principles laid out during the symposium, make comprehensive plans to advance their detailed implementation in the high-quality and high-standard construction of the Xiong’an New Area, speed up the transformation of the masterplan for Xiong’an New Area into a concrete roadmap for the company, and bring its endeavors to a new height.
